The PPP certification programme is an innovation of the Asian Development Bank (ADB), the European Bank for Reconstruction and Development (EBRD), the Inter-American Development Bank (IDB), the Islamic Development Bank (IsDB), the Multilateral Investment Fund (MIF), the World Bank Group (WBG) and is partially funded by the Public-Private Infrastructure Advisory Facility (PPIAF) with a shared vision of enhancing PPP performance globally. CP3P is the definitive credential to demonstrate to your peers that your abilities are aligned with international PPP good practice.
The PPP Foundation exam tests whether a candidate has sufficient knowledge and understanding of the PPP reference guide to act as an informed team member of a PPP finance project. The Foundation certification is a pre-requisite for the practitioner certifications.
The candidate should be able to recall, recognise and demonstrate understanding of the established procedures, rules and institutional responsibilities that determine how the government selects, implements and manages PPP projects, as outlined in the PPP reference guide, including terms used, process sequences and roles involved.
Specifically they should be able to demonstrate this understanding by being able to:
- Identify the basic features and ideologies of PPP project finance
- Explain the major sources of PPP project funding, its benefits and limitations
- Explain how to set up a new PPP framework or, where an existing framework is in place, what to look for to make sure it is effective
- Describe the phases in the PPP process: identifying projects and activities, appraising the project, structuring the procurement process and the contract, tender and award, and managing the contract
The Foundation certification is aimed at individuals who are involved in PPP projects, require a working knowledge of the key principles of financing PPP projects and need to know the terminology used as well as some of the theory behind the PPP financing structures. It is also the introduction to the higher-level practitioner certification and therefore includes all those who are the target audience for that certification.
The third day of the course includes a closed book, 40-minute, 50-question multiple-choice exam leading to the Public Private Partnerships Foundation certification. APMG International administers this exam. You must attain a passing mark of 50% to be awarded the certificate.
